be seens as virtually complicit with the rise of doping in the
professional peloton. They have their cycling video business to promote ...

Proposed RBR rule addition 1: When Phil or Paul describes a riding feat
as "incredible" or "simply unbelievable", it probably is.

Proposed RBR rule addition 2: When Phil or Paul make a definitive
statement ("that's such and such a rider", "we're passing through

I'd apply addition 2 to just Phil, not both.
