My understanding is that it's a matter of the observing cop deciding
if you have come to a complete stop, and the foot down thing is a
common way of deciding that.

I can touch a foot to the ground on my motorcycle without stopping, so
it's not infallible :)

If you are done for failing to stop, then you get to convince the court
to disregard the evidence of the upholder of the law in favour of your
scruffy suspect bicycle (or tricycle) riding self. Should get something
like 1000-1 from Ladbrokes...

It is very easy to see if a wheeled vehicle is stopped just by watching a
wheel. Rotation is easy to see. If you observe car's wheels at a stop sign
for instance, you can easily tell which cars come to a stop and which cars
do a rolling stop.
