There is no liner in my Carradice Nelson LF. There is however, extra
nylon material at the top of the bag with a pull cord enclosure for
expanding loads.

The Nelson Longflap is highly water resistant. On a 7-day rainy tour
there were no signs of water intrusion. FWIW, I do ride with
fenders.

No need for a re-waxing yet, however it's been only 2 years.

Heartily recommended.

The Carradice Nelson has a waterproof liner with a pull cord to enclose,
but I also use a small plastic trash bag when I want to keep items dry.
Because it's canvas or duck cotton outer, there's a wax solution that you
can brush onto the bag, sort of like the older style Belstaff of England
Jackets. Carradice also makes a rain covers.
